Unfortunately not...you'll have to sign in to your home wifi network in order to initiate start up process. Here's a quick tip for you: Once you've gotten to the set up which gives you the option to create new google account or already have an account(gmail) sign in... my son skipped this step which made it easier. Once you reach finish screen you can always go back and sign in then.
