You need to be connected to XBox Live to get to the career mode section of the game unfortunately. And to be on XBox Live you obviously need to be online. I pulled the network cable and booted up the console to see what would happen and when I fired up the game it would only let me access the "Free Play" part of the game, which does have some championships and time trials so you can still do a fair amount of racing, but the career section is disabled. It was also trying to log me into RaceNet but I never created an account and always skipped the login because I don't care about it. So you can be online but not logged into RaceNet and still have access to the full game.
Sorry, there was a problem. Please try again later.Yes, the game does periodically check RaceNet to make sure you're connected to the internet. It's pretty gross (mine has failed more than once on a really solid internet connection).

Sorry, there was a problem. Please try again later. You should be fine, seems like the online mode is far removed from offline and at no point did it try to verify a connection. Should work offline great.
