• Not when I bought at the beginning of Jan 2020. Buy direct from DJI it is reasonable. Buy immediately because there is a time limit to initiate subscription: it’s ok if you bought from BestBuy: I did

• No, you have to sign up for that through DJI. You can do it through the app, but you have to do it within 48 HOURS of initializing your drone. Otherwise, you'll be rejected and the steps to apply for the care package after that period are complex and difficult.
