• Yes. When you use the included USB C cable to connect it to your computer, the camera screen gives you 3 options to choose from. "web cam - transfer files - charge only"

• The Osmo Action 3 can be used as a USB webcam and also supports live streaming over Wi-Fi, nit sure of the steps sinc ei dont use it for that. The extremely wide field of view means that it won't look like a normal webcam, even in the Dewarp setting
