“I'm looking to pre order but i'm confused on what comes with the collectors edition. the picture shows alot of stuff including a statue but the description doesn't exactly match can someone elaborate”

The physical things are the game, statue, collectors box, steel book, an art book of the game, a thank you letter from techland, a UV flashlight, stickers that seem to light up under UV light, and a map of the city. I think the street light on the statue is also a UV light. In-game items include access to two-story DLCs released later. Two different skin packs for your character and weapons. Two exclusive weapon charms. The digital soundtrack and artbook. Wallpapers for your console and a digital comic. A two-hour XP boost (I think this is for another game mode.) A collection of crafting itmes.

The PS4 version is just the PS4 version, but the game has Smart Delivery on Xbox One, so that version will magically turn into the Series X|S version if you play it on those systems.
