Voltage of USB charger is too low. It could also be that the charger is sensing the required voltage which is a miss match.

The Galaxy S 5 uses a different connector (type USB 3.0 micro B ) for high speed, not a type A as many devices use

It depends on the type of charge. Samsungs usually need a charge of about 5 mAH. The dynex charger is for a smaller appliance that only requires a 2mAh charge. It could also be the wall charger that you're using, the two items might not be compatible with each other. I have similar problems when I try to use my iPhone wall charger with 3rd party hardware

It may be due to the 5s is a higher output than 5v and thus it won't let it
