I can’t really explain it, but yes, it is a fan — and it has been a lifesaver keeping our living space cool during these 100+ degree days. I am very happy and satisfied with it. It has ten settings, a timer, and it oscillates. The best part is that it doesn’t get dirty; there are no blades or parts that collect dust, so there is nothing to take apart and clean. It is under warranty, and Best Buy has a return policy if you are not happy. Hope this helps.
