Probably the pump, but if still under warranty, contact Dyson and rag on them. They will most likely have you return to them (at their cost) for replacement. If you are out of warranty, I would contact them anyway to confirm if a new pump should meet your needs.

Decreasing water levels should only occur when your home is below the target humidity level; as the machine will use the water within the tank to increase room humidity.
