“Could this replace a stand-alone air purifier, like a Levoit LV-H133, with the added benefit of having an oscillating fan for cooling the air? Is the filter inside rated as H13 medical grade HEPA, like most stand-alone purifiers in this class? THanks!”

It could. However, remember that a fan does not cool the air, but rather pushes air and thereby promotes heat exchange from the heat radiating from your skin.
