“I received V15 yesterday, fully charged battery before first use and the battery indicator is showing 46 min. Isn’t it supposed to be 60 min, if the vacuum is new and fully charged?”

The V15 Detect has a max run time of 60 minutes depending on the load it is sensing. The number is subject to change if the sensor believes that more suction or power is needed for the floor type and head used. I have found that a fully charge vacuum will state around 30 minutes on my carpet, but as I move across to hard floors and such, the time increases and I’d say I have gotten over 50mins of use out of a single charge.

Run times will vary, depending on the suction mode in use (low, medium or high), and whether you're vacuuming on carpeting or hard floors.
