“Guy at best buy told me that this device would help my TV from buffering using the Hotspot on my mobile device/iPad as my internet connection. I do not have internet/wifi in my house at this time. Is he correct?. Thanks”

Imo he is absolutely correct. Plus the fact that companies reduce internet speed with high data use. With this you should have no problems. Hope this helps!
