You would use a photo editor to change resolution or you could pretend you are emailing it to someone else and let the lower resolution attachments serve as your converter.

This is good for printing a photo the same size as the original, or enlarging it to about twice the size or the original. If you want to enlarge a print more than that, then it makes sense to scan at a higher dpi. You have to use other software like a paint program to resample an image to change the dpi.
