It depends on what else is in your rig, but I just put one into an old gateway with 3rd gen i7 processor (that is pretty power hungry) running a 400w power supply, and it works great!

Yes. This card doesn't draw a ton of voltage, due to the fact it doesn't even have a power plug port on it.

I would say no. I would go with a 500W power supply minimum. 600W in case you want to upgrade the video card again.
