12G-P5-3657-KB is a Best Buy only model, while 12G-P5-3657-KR is meant for other retailers. There are no physical or performance differences when comparing the 12G-P5-3657-KB to the 12G-P5-3657-KR. Both have the same cooling, same clock speeds, and same architecture.

Although I don't think EVGA is known to do this, but aside from the obvious later production date, sometimes it may mean different components were used, specifically things like capacitors, diodes, or other electronic components that can be provided by multiple manufacturers and substituted to build the same card without any noticeable impact on performance. If anything, it would just be a difference in lifespan or durability depending on which components may or may not have been substituted.
