“I do not own a cell phone. Can I set up and use the recast with my tablet or laptop? Would there be any limitations? Would prefer to only use the remote for set up and play if posible.”

My understanding is that you are required to have a wifi device to download FireRecast app and use it during the setup. After setup you can simply use remote.
