No. You need to have internet to set it up. Afterwards, you only need WiFi (not necessarily connected To internet) to get the signal from this to the TV via the FireTV.

It may require Internet to initialize during setup. After setup it does not require Internet, only local area network (LAN) to operate. Any software updates would require the Internet and to broadcast to a remote device (Cell Phone) would also require the Internet.
