The Fitbit HR should be fine as far as flashing lights go. It is pretty dim but can be seen in the dark, I'd compare it to the average alarm clock light but smaller size.
The buttons on the HR scroll one way through to show the tracker's information, but if he holds down the button it will start the sleep mode. As long as he doesn't do that he will be golden!

The HR does not have GPS tracking, the level above the charge (surge model) has GPS tracling.

the display only flashes if you twist the wrist up and towards you i hardly notice mine. there is only 1 button and you just pus it to turn on the display or you can tap the band to make it come on and Cycle through the menus

The Fitbit HR does have a green flashing light underneath which can sometimes be seen, especially in the dark.
