Does the time display all the time? null

Yes it does but that setting can be turned off & on.

The Fitbit app allows you to choose hundreds of faces for this - so you can choose one where it doesn’t show or display. The faces do go to sleep so they are not always displayed- they wake up after a tap or you wrist moving.
