It should not increase your phone bill. It doesn't use data until you sync it with the phone app. You can technically sync it on wifi to avoid using your data if you wanted to.

No, unless you have a limited data plan and you use more because if it (think wifi,) or pay for how much you use your bluetooth... which I have never heard of! If you pay per gig of data used, then you may want to look into siri and whatnot when away from wifi. If you have unlimited data or don't hit your data max you are all good! Most things are done over wifi anyhow.
