“Can the three bands be used on three different people simultaneously? I've been looking to buy a fit bit. I have two other family members who would like to wear them too. Are these three bands only interchangeable with one person on one device?”

Each person can use one of the bands but each person must also have the Fitbit device to insert into each band. The device is sold separately from this pack of bands.

They are the manner in which you can have the device on your wrist so if each other family member has their own device (the flex) then you can all place your own respective flex devices in their separate bands.
