• Depends which costume pack you are talking about. The pre order pack is available, and as far as I know any other costumes are available as well. Nothing is locked.

• I bought mine 2 days later and it did include the costume pack.

• If you pre-ordered the game, regardless of game, deluxe,or gold, you will get the legscy pack which includes special armor appearances for each warrior.
