I can receive text and call notifications over Bluetooth on my I PHONE using WEAR OS.

You can only receive text if you don't pair it with an apple phone. Otherwise it only notifies you of receiving a text, which you would have to then check on your phone. It also does not let you answer calls on the watch itself. Only practical use is for working out/tracking heart rate, but even then, it's a little bulky for using during intense workouts that require wrist motility.

No, it can receive all notifications from connected phone... Doesn't need cellular plan for the watch.

No, you do not need cellular plan other then the one you already use to get text messages. Yes, you do get notifications and text.
