“Do the grates have cushioned "bumper" pads attached on their bottom? Or are the pads instead fastened to the actual cooktop?”

Yes, the bottom of the grates have rubber padded cushions on them. The little padded cushions rest inside small circles on the stainless steel stove top base. Easy to remove the grates starting from the center, right, left. However, grates are heavy and sturdy.
