The photo clearly shows a port for charging the device. Therefore I can deduce that it would indeed come with the standard, rechargeable lithium ion batteries that most devices these days have. Therefore I can also deduce that perhaps an appropriate charging cable will come with the device in question. I cannot say with any certainty that a wall charging unit will be provided. These wall chargers (the small thingies you actually plug into the wall, not the cable) are probably everywhere around your house if you are a human that uses any type of USB powered device nowadays. That being said you can probably use one of those thingies to charge the device. So to answer you question: Yes and Maybe.
