“I saw an answer from Sylvia@GEA that there is no specific drawer for fruits or vegetables. My question is why does Page 7 of GE Top-Freezer Refrigerator Manual show this? I put a bag of lettuce in the bin a day ago and the lettuce is getting wilted.”

That first bag must have been a bad bag of lettuce from the market. Since then, all of my bags of lettuce has been keeping fresh in the bins! I'm very happy with my new refrigerator!

There isn't a specific control for the drawers, but we do recommend storing your fruits and vegetables inside. Excess water may accumulate in the bottom of the drawers should be emptied and the drawers should be wiped dry. Note: If you don't have any controls on your drawers, it's still a crisper drawer—it's just by default a high-humidity crisper. High humidity is perfect for vegetables, but not for fruits.
