“The delivery person installed permanent feet, which prevent the wheels from moving forward. If I remove the feet, the small casters will only move forward and backwards. In order to have better mobility, can I put the washer on a good quality dolly?”

Should you decide to place the washer on a dolly, you just need to make sure the washer is leveled properly. If you see any increase in sound/vibration or out of balanced loads, we suggest you place the washer firmly on the floor.
