Hi - Thank you for having purchased a GE double wall oven. We apologize for any inconvenience this situation may be causing you. To clarify, when using the lower oven, you will turn the mechanical temperature control dial to your desired temperature. When baking in the upper oven, you set your cooking function and desired temperature using the electronic control panel. If you are setting the controls as described and continue to have difficulty please call GE service at 1-800-432-2737 to schedule an appointment to have the unit repaired. Kind regards - Vikki@GEA
