I thought the same thing when I installed it. But the design makes insulation unnecessary.  It is VERY quiet.

There was no insulation material on it and it is absolutely necessary

I was surprised to see no insulation as my old one had it on there but without it this thing is quiet as a library. We did have the first one replaced due to a clunking sound during the wash cycle and the replacement is working great.

Does not come with the pad. I didn’t install one either and I don’t think it is that loud without one it’s pretty standard noise if not quieter than my old one.
