That's the way all the new machines are made now because of the government regulations on new washing machines. On automatic the machine has water level below the cloths and squirts water on them. You can bypass this by using the manual water level setting, but as you found out, that means you can't completely fill up the washer with cloths if you want the water level over the cloths.

Sorry, there was a problem. Please try again later.These new top loading washers are not meant to wash as many clothes per each wash. You can still put a reasonable amount of clothes in per load but don't stuff it.
Sorry, there was a problem. Please try again later.Be sure to keep the lid closed. When the machine fills, the basket turns to soak the clothes slowly. The machine stops to let the clothes soak for a minute or two then starts to wash. If you interrupt the wash cycle, it confuses the machine. You can press the start button and hold it in to the count of 5 to stop the washer. Then press start again to restart the cycle. The water level is fine once everything gets wet. Use the power rinse cycle. It is best to get clothes clean and most of the water out so that drying time is shorter.

If you select Precise Fill (automatic option), the water level will be between approximately 7" and 14". If you choose the SUPER load size, the washer will fill with approximately 14" of water. 14 inches is an approximate fill level and can be less. Fill levels may vary depending on the density and amount of clothes in the washer. This level would be without clothing. Thanks for checking!
