On electric ranges and cooktops that feature radiant heating elements, the heating elements will cycle on and off whether or not there is a pot or pan on the burner. The burner cycles 100% power on and off for various amounts of time, depending upon the burner setting. For example, the element cycles on more on a High setting and cycles on less on a Low setting. This is the way the burner is designed to operate and cannot be changed.
