“Is washer supposed to have water remaining under the tub that you can hear sloshing around long after a load is finished? Also sometimes water leaks onto finished load when retrieving washed items. Is this normal? Thanks”

yes, it gets changed out after each load.

If no water is visible in the basket but you hear a "sloshing water" sound, the washer's balance ring is most likely making the sound. The balance ring allows the basket to spin smoothly during an out-of-balance situation and sloshing is a normal sound. Water leaking onto the load may be the result of oversudsing - making sure the proper amount of detergent is used will often resolve this.
