“How much water EXACTLY is normal for this washer when using precise fill? On a large load it fills with water a few inches BELOW the half way point of the drum. On a small load, the water only filled 1/4 inch not even touching the drum?”

Depends on the amount of clothes you have in the washer. It will fill to the top of the clothes.

The amount of water that will be dispensed using this feature will vary depending on the amount of laundry that is placed in the drum, along with any other settings that are selected. Despite it seeming like there is very little water dispensed with this setting, rest assured that your clothes are still being cleaned just as well, if not better, than with other cycles/washers.
