This is my first oven with convection and air fry function. I was concerned that the fan didn't turn when I selected the air fry or convection functions. I read that electric ovens the fan comes on immediately, but gas will come on about 5 minutes into the baking. I checked it after about 6 minutes and it was turning. I baked cookies without incident however I assumed the fan spun the entire time, but never check it throughout the process. Didn't answer you question, however if the cycling you see happened in the first 5 minutes maybe it's because it takes time to warm to the point it would be steady.
