“I'm comparing this unit to the JB655SKSS and BB states one of the differences is that JB750SJSS has a porcelain cooktop. I checked on GE website and it says black ceramic/glass, is this correct? Are there significant differences between the two models?”

I have this model and it looks like glass to me. But I wouldn't know what the difference is between ceramic/glass and porcelain.

Yes your correct is has a black ceramic/glass as far as the differences I wouldn't know I never owned or had a stove like the first model you mentioned..
