“Does the burner cut on and off or does it just stay on? Current GE glasstop cuts off every 30 secs on high. Cuts back on 30 seconds later. Apparently that's on purpose, but I can't even boil water.”

The surface unit on this unit will cycle on and off to maintain your selected control setting. More information about the surface unit features can be found in the manual on the website (page 8). Dianna@GE Appliances
