“We have our unit set to 72-74 depending on the temp. We are finding the unit won't shut itself off when it gets to that temperature. Is that normal?”

YES, MINE DOESNT SHUT EITHER

If your air conditioner is set on continuous fan, the fan will continue to run regardless of the temperature.
