“I’m looking for a switch that does not require a hub. I simply want to turn the lights on and off with the app. Is this the case with the GE-ZWave? If not, can you recommend a product that will work in this manner? Many thanks.”

This particular switch must be used with a hub such as the SmartThings or Wink hub. WeMo offers some options that are wi-fi app based and will work directly through your phone.
I would recommend:
