It all depends. Apple products can only be activated once in its lifetime. So if the person bought it new and added AppleCare then turned around and returned it to Best Buy, no one else can add AppleCare to it ever again. You can get Best Buy's Tech warranty which will do the same thing but bad news is AppleCare itself is a one time thing per device(serial number).
