No, it doesn't come with a waterblock or aio cooling system, if it did it'd have a aio tube leading to another part of the card.

You can also purchase and install a waterblock after-party or from Nvidia and manufacturers, however it is a risk, because you do have to dissassemble the cooler, clean off the thermal pads and paste, replace them with the correct sizes and thickness, and install the block to where the contact points for each component are right. Or, you can start looking at the preassembled waterblock series of MASTER cards from Gigabyte, or the similarly styled ones from ASUS, MSI, and EVGA. And no worries, it's a good question to make sure.
