Yes. There is an app that you can download to any phone and set the watch up from there. You can program any ten numbers that you choose and the watch will be able to communicate with those numbers. This upgraded version also allows texting through the app once you select those permissions with a cell phone user that is on your list of ten but you MUST download the app for the texting because texting is done through the app on your phone.
