Can I upload new apps with this device? (Disney+) null

The question really is does Chromecast let you add additional apps/channels to it, Nope. It is not like a roku or smart TV that has a built in menu of apps. I prefer roku or smart TV, i don't want to cast everything, heck my phone needs to charge or I need it for doing something else. I leave someone else needs to cast. I could use a laptop but it needs to sit somewhere and then I want a mouse. Yes a tablet would be better if it can be dedicated for use with the TV only.

You don't download apps on this. You have to download it on your phone then cast it to your TV. I have Hulu & Disney+ on my phone but play it on my TV for a bigger view

What you do is stream cast it from either your phone or Chrome (from laptop) directly to this device.
