I believe you would need to do a hard factory reset and reconnect to your account. This should remove all previous users.

Setup and controls for the new versions of Nest cameras and doorbells are found in the Home app. During Nest camera or doorbell setup, the message 'Camera is connected to another account' may appear if it was previously set up with a different account and has not been removed. To transfer the Nest camera or doorbell to your account, the previous owner needs to remove it from their account.
