The cameras can be simply unplugged when you are home and access can be given to others when you are not. I used this to check in on my grandmother when I was not home with her.

Sorry, there was a problem. Please try again later.I think you can do what you are proposing with the Nest system. It uses the GPS location of your phone to determine whether you are away or home, but it can be disabled and you can view your cameras, even if they are "off" (in the "home" mode) by going into the settings from your smartphone and turning them on. You can toggle them off or on at well. You can also give other people access to view the video feed too, I believe by linking their phone to the account.
