• Only if it is driving away with the plate showing. Pulling in and out of the driveway, or passing by the house, no. You can expand the picture to make it bigger.

• Yes assuming it is close enough. I would estimate anything within 30 feet should be no problem., maybe further. The camera can also be set up to zoom in on a particular area.
