Not sure about spectrum or what that is, but for the nest mesh all you need is the router, the wireless access points (google wifi or nest wifi) and an internet connection coming from your ISP. There's no additional fee. It's just a router that gives you access to a more thorough wireless signal through the house. What you're buying is the ability to spread your wifi signal through a larger home area. There's no special usability with video like the camera that you need to pay extra for. Everything is controlled from an app on your phone.
