It is cheaper because it is locked to a phone operator, it doesn't come with a plan unless specifically said. In my opinion, I would buy it unlocked so I have the flexibility to change phone operators whenever I need. If you are looking for a cheap option search for Open Box, refurbished or any special offer (Black Friday or so). I got mine Open Box and works perfectly.
