The Pixel 3's, if sold via a cellular reseller like Best Buy sell phones that are locked to Verizon for the first 24 hours. That means that it has to be registered to Verizon for a day before you could take it to another carrier. Allegedly, Verizon did this to help reduce theft from their stores. I'd recommend just getting one Directly from Google, as they sell Verizon version, or unlocked versions, and you can apply for 24 month 0% financing, which is the same as getting a verizon one.
