• John, Amazon isn't selling this phone either. Also, Verizon ended up unlocking all of the Pixel 3's, so you're free to buy them upfront if your local store's GM allows.

• Best Buy didn't lock the phone. They are selling the Verizon version of the phone, and Verizon locks all of their newer phones to their network. So direct your problems to them, not Best Buy.
