• I don't think so, it has a built-in google migration tool and it doesn't work all that well with other phones, sometimes. But you don't really need it as long as you sync all your stuff with your Google Account

• Yes, there is a data migration tool when you do the initial setup. It isn't going to be the same one as the S9 I imagine (I haven't set up a S9) but I was able to plug in my note 8 directly into my 3XL when prompted and it transferred all of my data/apps over.
