Yes any sim card can be put into this.
Should work if operator supports it.
Activate Now will ask immediately buy a plan from a telecom operator and you have to pay extra for it.
Activate Later means you don't need to buy a plan and you can just put your existing working old sim card.
Buy Activate Now only if you want to use in USA. Else always Activate Later

You should be fine with using it on TracFone...it's fully unlocked to work on both GSM and CDMA carriers. As far as activate now vs later...you have to have a Verizon, att or Sprint account in your name to use the activate now pricing, as best buy will add it to your account in the store. Activate later just means you'll buy it and go home and put whatever sim card you have in it and set it up yourself...obviously you would rather activate now if you had the above carrier, but if not then you're out of luck.

TracFone has told me you can't take the SIM card out of an existing TracFone active phone and put it in the new phone. I would have to get a new SIM card.

 I did try putting my existing TracFone SIM card in the Pixel and my Pixel worked, but I only made 1 call. 

 A couple years ago they told me my Pixel 2XL was not compatible when I needed to upgrade the phone on my TracFone account. They checked again today and said it was Invalid (whatever that meant). But they did tell me that a SIM card will work on an unlocked phone from another carrier - but my Pixel had never been activated with a carrier. I tried to activate the Pixel today using the website, but it wouldn't accept the IMEI number. 

Just wanted to share my frustration, and hope you have better luck.

The Google Pixel 3a XL is fully unlocked, which means it will work on all carriers.
